Firing people based on whims, or paranoia, or who knows what is the kind of thing every unionist should be wary of. The need to control everything is remarkable. Building an actual wall to keep the dissident retirees away from the "good" employees. Giving chapters no actual budget, and approving every dollar and every message.
I don't know about any side deals. I do know there is a pathological need to control everything, a terrible negotiation strategy that cedes most power to the city, and a whole lot of messaging that suggests members are too stupid to understand their deep thinking.
